L’Algeria riafferma l’importanza di un approccio globale nel trattamento del problema del terrorismo nella regione africana del Sahel
L’Algeria rappresentata dal Segretario Generale del Ministero degli Affari Esteri Noureddine Ayadi, ha partecipato il 28 e 29 marzo a Nouakchott, all’incontro consultivo strategico per la regione del Sahel, con la collaborazione del 5 Paese del Sahel e la partecipazione delle Nazioni Unite e dei partner tecnici e finanziari dell’UA.
Durante il suo intervento, il Segretario Generale ha affermato che l’instaurazione della sicurezza è un processo a lungo termine che implica necessariamente la lotta contro il terrorismo e la criminalità organizzata e che richiede non solo lo sviluppo di strategie militari, ma anche il rafforzamento delle capacità dei Paesi e il consolidamento degli sforzi per trovare soluzioni socioeconomiche alle preoccupazioni delle diverse fasce della società, in particolare le personne che sono emarginati, specialmente i giovani.
Sig.Noureddine Ayadi ha aggiunto che la visione dell’Algeria in questo settore non è andata persa, perché il Paese è venuto a conoscenza, insieme ai Paesi della regione, dei pericoli posti dal fenomeno del terrorismo e della criminalità organizzata nel Sahel, sottolineado che l’Algeria ha deciso nel 2009 di avviare un processo di consultazione e di cooperazione tra il personale militare di questi Paesi africani, che ha portato alla creazione del Comitato del personale Operativo Congiunto (Cemoc), che un quadro per la cooperazione militare regionale.
A livello africano, l’Algeria ha procedato alla creazione del Centro Africano per gli Studi e la Ricerca sul Terrorismo (CAERT), il Comitato dei servizi di intelligence e sicurezza in Africa (CISSA) e il Afripol, mentre l’approccio internazionale dell’Algeria è culminato nell’adozione da parte del Consiglio di Sicurezza delle Nazioni Unite di una risoluzione sulla criminalizzazione del pagamento dei riscatti, nel contesto di la lotta contro il finanziamento del terrorismo.
Sig. Ayadi ha anche affirmato che l’Algeria ha assunto a livello nazionale,una seria di misure concrete per proteggere i suoi confini, in particolare quelli condivisi con il Mali, il Niger, Mauritania e Libia, e che gli sforzi militari necessarie, sicurezza e umani, che risultati soddisfacenti, in termini di incapacità dei terroristi e di elementi di sostegno, che hanno portato al recupero di considerevoli quantità di armi e munizioni dalle zone di conflitto, nonché il sequestro di enormi quantità di droghe, contribuendo alla sicurezza della regione.
Gli sforzi di Algeria materializzati attraverso il suo costante contributo e l’impegno per consolidare e promuovere la sicurezza collettiva nella regione, supervisionando il dialogo inter-maliano che ha portato alla firma dell’Accordo di pace e riconciliazione che promuove il mantenimento dell’unità nazionale e dell’unità territoriale in Mali. L’approccio algerino è stato dettato dal dovere di solidarietà e dai principi nazionali basati sul rispetto della sicurezza dei paesi e sulla non interferenza nei loro affari interni.
Infine, il Segretario Generale ha sottolineato l’importanza di l’Unione africana come una parte essenziale e indispensabile per tutte operazione di sicurezza collettiva africana. In questo contesto, gli sforzi devono, secondo Sig. Ayadi, essere chiaramente in linea con i principi politici e legislativi dell’Atto costitutivo dell’UA e del Protocollo sull’istituzione del Consiglio per la pace e la sicurezza dell’Unione africana
